C lib: bugfix: builtin_find_file on WIN32 does not work properly with absolute path names.
C lib: 1.2 (3:0:1) ABI (see htmltmplpro/API for details) added API call for alternate HTML_TEMPLATE_ROOT setup (hack around %ENV on WIN32).
