[RT #11750] Missing dependency for testcover target - thanks to Guillaume Rousse for the patch

add a Makefile target to determine test coverage using Devel::Cover

To install ExtUtils::MakeMaker::Coverage, copy and paste the appropriate command in to your terminal.

cpanm ExtUtils::MakeMaker::Coverage

perl -MCPAN -e shell
install ExtUtils::MakeMaker::Coverage
