Changes for version 0.03

Tweak to the Module::Build extra_compiler_flags option due to a change in behaviour. Partially updated the code to the Howl 0.9.8 API.

To install Net::Rendezvous::Publish::Backend::Howl, copy and paste the appropriate command in to your terminal.

cpanm Net::Rendezvous::Publish::Backend::Howl

perl -MCPAN -e shell
install Net::Rendezvous::Publish::Backend::Howl
