Correct handling of non-ASCII MIME headers

This distribution tries to provide a correct and usable implementation of RFC 2047 "MIME Part Three: Message Header Extensions for Non-ASCII Text".

Installation from a CPAN tarball

perl Makefile.PL
make
make test
make install

Make sure to install Dist::Zilla. Then you can build and test with dzil:

dzil test
dzil build
