Instead of trying to return the recipients, since we are now running under post_prepare, modify $self->{to} with the result.

Subscribe to SVN::Notify commits with a Subversion property.

To install SVN::Notify::Filter::Watchers, copy and paste the appropriate command in to your terminal.
