Removed an issue in Makefile.PL that kept the module from being built on some systems

File locking with fcntl(2)

To install File::FcntlLock, copy and paste the appropriate command in to your terminal.

cpanm File::FcntlLock

perl -MCPAN -e shell
install File::FcntlLock
