creates a skeleton CGI::Application project

creates a skeleton Titanium project

template based module starter for CGI apps.

To install Module::Starter::Plugin::CGIApp, copy and paste the appropriate command in to your terminal.

cpanm Module::Starter::Plugin::CGIApp

perl -MCPAN -e shell
install Module::Starter::Plugin::CGIApp
