fix %Config overrides in a few tests. note that I couldn't get ExtUtils::MakeMaker::Config to work the way I need it to...
let tests run on win32, thanks to Carl Franks

To install Test::Plan, copy and paste the appropriate command in to your terminal.

cpanm Test::Plan

perl -MCPAN -e shell
install Test::Plan
