Changes for version 4.06

Added patch from Sisyphus to help this to work on Windows. Now test $Config{'ivsize'} instead of $Config{'longsize'} when determining size of offset and count vectors.

To install , copy and paste the appropriate command in to your terminal.

cpanm DHUNT/PDL-NetCDF-4.06.tar.gz

perl -MCPAN -e shell
install DHUNT/PDL-NetCDF-4.06.tar.gz
