Added interface to plhlsrgb. Ported back some changes from PDL-2.4.4 release for backwards compatibility with old plplot

To install , copy and paste the appropriate command in to your terminal.

cpanm DHUNT/PDL-Graphics-PLplot-0.40.tar.gz

perl -MCPAN -e shell
install DHUNT/PDL-Graphics-PLplot-0.40.tar.gz
