Changes for version 1.95 - 2017-01-15

Fix tests to handle daylight savings time changes for durations other than one hour (Lord Howe Island in Australia shifts the clock only thirty minutes).

Determine the local system's time zone on Windows

To install DateTime::TimeZone::Local::Win32, copy and paste the appropriate command in to your terminal.

cpanm DateTime::TimeZone::Local::Win32

perl -MCPAN -e shell
install DateTime::TimeZone::Local::Win32
