Fix test failure when registry was writable, but extra data existed after the time zone key.

Determine the local system's time zone on Windows

To install DateTime::TimeZone::Local::Win32, copy and paste the appropriate command in to your terminal.

cpanm DateTime::TimeZone::Local::Win32

perl -MCPAN -e shell
install DateTime::TimeZone::Local::Win32
