Changes for version 1.88 - 2016-04-16

Add support for new time zones in Russia.
Fix test failure when new time zone exists but is not handled in library.
Mark Chile time zone as not being updated yet by Microsoft to prevent author test from failing.

Determine the local system's time zone on Windows

To install DateTime::TimeZone::Local::Win32, copy and paste the appropriate command in to your terminal.

cpanm DateTime::TimeZone::Local::Win32

perl -MCPAN -e shell
install DateTime::TimeZone::Local::Win32
