Changes for version 0.02 - 2013-11-05

Fixed test failures generated on newer Perls and availability of Mozzila lib. Added Peter Haworth to Authors as thanks for his code review.

Attempt to guess user's locale encoding from IP, HTTP_ACCEPT_LANGUAGE and HTTP_USER_AGENT

structures mapping countries -> languages -> charsets

To install Encode::Detect::Upload, copy and paste the appropriate command in to your terminal.

cpanm Encode::Detect::Upload

perl -MCPAN -e shell
install Encode::Detect::Upload
