Changes for version 0.023 - 2020-08-24

Implemnt server config methods: setUserRightsMaskReadonly(), setUserAccessLevelReadonly(), disableUserExecutable(), disableUserExecutableOnObject(), disableAddNode(), disableAddReference(), disableDeleteNode(), disableDeleteReference(), disableHistoryUpdateUpdateData(), disableHistoryUpdateDeleteRawModified(). This allows to setup a server that provides read-only data.
