- Release 6.2 to address test failures

- Fix tests with around DST sensitivities
- Remove a broken test that wasn't very clear in what it was doing. There might be some indigestion between `Test::MockTime` and all the timezone madness in this test. We'll see once Poland flips back to standard time. Yay, DST!
