- Modwheel now tested using Modwheel::BuildConfig instead of explicit prefix.
- All test files in t/ now uses File::Spec to generate paths and files.
- Changed Modwheel description in README and POD for Modwheel.pm

- Makefile.PL and Build.PL now uses the same config. (Which is config.ph).
- Makefile.PL now works just like Build.PL. (writes BuildConfig and Installer classes).

- Digest::SHA1 did not changed anything important from 2.07 to 2.11. So minimum required version should be 2.07. Same for HTML::Tagset 3.03 - 3.10.
