Changes for version 2.11

Fixed a small bug in tai64nlocal where the character that separates seconds and the fractional seconds was omitted. Thanks, to Colin Robinson for the spot.

Perl extension for converting TAI64 strings into standard unix timestamps.

To install Time::TAI64, copy and paste the appropriate command in to your terminal.

cpanm Time::TAI64

perl -MCPAN -e shell
install Time::TAI64
