Changes for version 0.3 - 2010-08-05

fixed the number of tests to skip() to prevent some systems from erroneously failing tests that should have been skipped
added dependency on File::Slurp for tests

simple utilities to check for a BOM and strip a BOM

To install String::BOM, copy and paste the appropriate command in to your terminal.

cpanm String::BOM

perl -MCPAN -e shell
install String::BOM
