Changes for version 1.04

Added PREREQ for Text::Balanced 1.99 as per RT #1443 Removed the MY override of test_via_harness, fails on Strawberry RT #50225

To install Acme::Comment, copy and paste the appropriate command in to your terminal.

cpanm Acme::Comment

perl -MCPAN -e shell
install Acme::Comment
