path is split. This should be much more reliable as this does not
have any hardwired knowledge about repository structure. The only
requirement now is that branches, tags and trunk directories are
at the same level in the hierarchy

Turns out that doing a chown on files for the export_devel()
method in the CVS module was pointless and slightly broken. The
checkout_project() method was also altered so that if no version
is specified it just checks out the main project.
