	* lib/LEOCHARRE/Debug.pm, t/01_warnf.t, t/03-scope.t: fixed scope.
	  it was creating debug() to check *all* $DEBUG in all packages for
	  flag = 1, so setting DEBUG in one pkg, would turn ALL debug on..
	  big stupid error..  fixed
