 - alter class name from CGI::Uricode to CGI::UriThingy
 - modify algorythm of 
 - change name of functions: uri_encode -> urlencode;
   uri_decode -> urldecode.
 - modify algorythm of urlencode/urldecode.
   now convert [SPACE] to "+" and convert line-return to [CR][LF].
